Whichever has the version exclusives you like better. I went with SS, I like Lugia and the sea more even if they gave Ho-oh a more flashy introduction.

HG has better version exclusives for the most part but they are both amazing and Lugia is more than worth losing out on the version exclusives if you will use it on your team

Both versions are fantastic, but HG is slightly less tedious in the Ho-oh quest (just go to Ecruteak vs using whirlpool + surf and finding the right island out of 4) and has better version exclusives for the most part. SS just has Skarm, so if you like Lugia + Skarmory, then get SS.

Nothing to do with Lugia. Plus the tower where Ho-Oh resides is Gold. Lugia's is burned down.
They also made Crystal Version from a Gold Version base.
