Type distribution. Galar already had enough Water types introduced. When there's too many of a certain type, they remove the type from some, or if there's not enough, add a type to a Pokemon.

As you can see, there were already 10 new Water types; Game Freak has stated before that they decide how many of a certain type they need early on, and once they reach that limit, any further Pokemon will be rejected, or have their type changed.

On one hand I'm all for making aquatic based Pokemon that aren't Water-type. On the other hand, they picked a bad time to do it. Galar is littered with mono Fighting AND Poliwrath didn't make it, leaving only Keldeo which isn't even legal in official formats.

I'm more miffed about Falinks not being Fighting/Steel, though.

Because it's clearly an animal that embodies the electric typing. Does it have features that make it stand out as a ground type? Does its colours reflect the fact that it is a ground type?

An octopus with an anatomy specialized to living in water that just so happens to punch things should be Water/Fighting. A yellow rat with a lightning bolt tail that has the ability to use its paws to dig doesn't warrant the Electric/Ground typing.

Galar is like Unova in that they only made a Pokemon Water type if it was absolutely necessary.

Pincurchin and the Clobbopus line are Galar's Stunfisk and Tynamo line; Pokemon that are based on aquatic creatures and live underwater, but aren't Water type.

Pikachu are also in forests does that make it a grass type? They also live in concrete buildings does that make them rock type? The difference between Sandslash and Pikachu is one's biology is designed specifically for one environment. It's much harder imagining a Sandslash living around a power plant or forest than a Pikachu living in the desert.
