Considering its type, stats, and typing, Abomasnow has done pretty well. Hail isn't the best weather, but at least it nullifies the others. It's honestly got hard to wall coverage with very high BP moves. There are a LOT of mons that need more help than Abomasnow.

It's an interesting Pokemon at least. I feel like it must have been designed with gameplay first, since it was the only Snow Warning user at the time and Diamond & Pearl were made with a special focus on competitive battling. Whoever was in charge of battle design probably picked its stats and moves carefully.
