It had existed for over 5 years across 8 games because it started in Amie in Gen 6.
Also, how is it not useful for the hardcore/competitive players, exactly? If you're playing legit like he specifically has purported to, you want that fucking Experience boost. Especially in OR/AS and all of Gen 7 which have no decent way to grind Experience unlike the restaurants in X/Y.
Casuals who don't care about the dex probably don't use it but hardcore absolutely would.
