They’re not sentient, more so they’re just batteries for the phones versus Rotom-Dex being a sentient thing itself and completely overshadows the dex.

I think they just didn't have a second screen for Rotomdex to constantly be talking through, and figured it didn't need to be a recurring character.

I doubt it. Rotom speaking was one of the largest criticisms of SuMo, so he'll probably continue to exist in his current role of being unobtrusive while still selling toys

If you want to get technical, then its TR's fault, but the episode is intrinsically tied to Porygon because it was the first time he was meant to appear; When you say, "the Porygon episode," everyone immediately knows what you mean
