Without Max Knuckle or the ability to set its own rain, it's much less threatening.

It's still good. Doesn't come up much in VGC because complete glass cannons are less useful there, but still very dangerous with rain support.

Fish punches you fell because of the dynamax ban. Since it can no longer break choice lock to be really a kaiju level threat it went down a notch.

Also even in rain it's not used as much nowadays because without max knuckle boosts it doesn't hit enough to wallbreak.

Remember /vp/ fish is still a monotype so if the only stab is stopped by seism/gastro(former has incredibly high usage now) there is not much it can do.
