The only reason Kanto and Johto got all-new artwork with their respective remakes was because their original art was watercolor and didn’t match with the new official artstyle used since Ruby and Sapphire. The current artstyle has only barely changed since then, and you can tweak saturation and color on any older art to make it fit just fine along side new art.
