It's a mime. Mimes pretend like they're holding imaginary items all the time. Except it's psychic type so it can manifest those items as physical objects. And since pokemon fight each other, it manifests a sword and shield.
Not to mention it has the wing hair, ball things on its joints, and spindly limbs so it's identifiable as Mr. Mime. In fact, its color scheme leans more on the mime concept than Mr. Mime.
But again, it doesn't matter if it isn't funny or cute. If his stated goal was to make new designs for every pokemon that adhered to the base design as closely as possible and in the art style of official pokemon art, then you'd have a point.
But his goal wasn't to follow your strict definition of what a redesign needs to be. The goal was to take the idea of each pokemon and redraw them in his own style. And he succeeded. You can call it shit, but he did what he set out to do.
