that is... an interesting point. Perhaps it's because they're forms of pokemon who would normally be allowed? Gamefreak isn't exactly known for elegant programming so perhaps the only options they had without needing to recode shit were ban Pikachu and Eevee or allow the event ones?

Well Meltan is an evo but still a mythical, along the game lines as Manaphy/Phione for relationships of mythicals, and those have never been legal, even when they allowed restricted legends like Mewtwo or the Primals. And again, >>42277191 you don't catch them in Galar so it's an auto no anyway.
I also think some things are done in an attempt to balance, like you can see with banning Gmax Charizard with Solar Power. Pretty unusual they'd do something like that, but ce la vie.

It’s because gmax pokemon are so rare and hard to get it’d be an unfair advantage to let people use any gmax other than the ones that have been made easy for everyone to get via events.
Blaze only Charizard means you’re supposed to use the free one Leon gives you in post game
