If Sun and Moon was finished in 2016 (or 2015 considering all the adverticement with actual gameplay) it's reasonable to assume that they started in 2016 as well (or 2015). This is supported by them looking for animators in 2016 with some job application thing as well as us being told that a smaller team was used on USUM whilst the other team would be working on the next game. HOWEVER it is possible that the other game they refering to was LEt's Go. If thats the case then 2 years at best or rather like

Though if i remember correct didn't the president of the Pokemon company say something at E3 2017 (or 2018 you can check sorry) about them not having anything to show "this year" but that they were making a game that would appeal to both long time fans and never ones
