Why aren’t there really any eyeless Pokémon? Creatures that spend their whole lives in the darkness of underground have little use for sight receptors. And no, Deino is not truly eyeless

lack of eyes limits expression and market appeal, while i'd love to see more than the few eyeless mons we have, eyes seem to be one of the core parts of what makes a pokemon design
true eyeless pokemon like zubat and starmie are from earlier generations and pokemon's design philosophy has become a lot more concrete since then
the major exceptions to are the ultra beasts, as several of them lack eyes, which I think was an attempt to make them seem otherworldly

Zubat used to be the only one unless you don't count Starmie and Staryu as having eyes. I don't get the philosophy of eyes being necessary for appeal, the Ultrabeasts without recognizable faces are all cool as hell and lots of cute, lovable character designs in other media just have a mouth or blinding hair. It doesn't make sense that final evos almost always have them even if the first stage didn't have them visible.
