How about it's because adding all pokemon to each game is an exponential issue during development that only gets worse each gen, and thus they need to have the line drawn at some point.

They wanted to do the cut in Gen 7 even though the models were done. They did it again in here and kept out pokemon that were already done in Let's Go. They split their team between Let's Go, Town, and SwSh. They had the resources as proven by this expansion pack.

Except I could catch them all because they were all programmed in and I only needed to trade version exclusives for the most part. I'd say the most effort was required for gen 3's dex but from then on out it was really easy since HGSS had most of the existing mons, the most you had to do for gen 5 was have Dream Radar and transfer some others, and bank made moving pokemon around effortless for the short time I had it. Not to mention this was back when the GTS existed.
