My guess is that two evolution items are different types of spices. One of them doesn't taste good to Shellder and causes him to evolve into Slowbro. The other tastes so good to Shellders that it ends up engulfing his entire head.

Yeah they really could have changed even a little bit more. Make his teeth flat since he feeds on spices and berries, give his eyes a different color or expression. I get it staying pink because it doesn’t need to be any other color yet but god, and I thought alolan golem was guilty of not changing much

Looking at the pic, it seems to fit into Slowpoke lore.

Shellders grab the tail, or head in rarer cases to evolve the Slowpoke, because they taste good.

The yellow on G Slowpoke probably attracts a different shell pokemon, making him a new Slowbro/king.

I'm not sure how many other people tried raising the level of their slowpoke to 37 to see what would happen.
But I spent a couple hours doing that, sure I could've done it faster, or used a million ex candies. But I wanted to take my time.

Anyways, I can confirm, it does NOT evolve in swsh, at least not till the expansion dlc download later this year I guess.
