Rose is well written. Rose is an excellent critique of modern politicians today. I feel like the Rose character was inspired by the events today concerning western politics. Like how there seems to be panic over far-off catastrophic events like climate change or whatever mass immigration will bring, Rose is worried about the problems that Galar will face in 1000 years. However, the kino here is that Rose is so worried over dynamax energy running out, which means Galar will no longer have entertaining battles, which is part of Galar's appeal. This is definitely an analysis on capitalists and the obsession over brands, as shown by Rose putting Galar in danger just to keep it popular. His rush to do so further supports this point, he truly could not wait.
Other villain are dull and are just "lol I'm evil because I'm evil" like Giovanni and Ghetsis. Rose is an elder god tier villain.
