Or was this the plan from the start? If this was the intended plan why didn't they just say so and avoid a good amount of backlash last year?

This has always been they way. Shit, I heard hoennbabs DEFENDINGneeding a gamecube, the two spin-offs and the full set of Gen III games just to complete the pokédex in Gen III by saying it was worth it. $510 (610 if you're buying a second GBA to trade with) JUST to "catch 'em all" was never fucking worth it, but then again, the kids cried to mammy and daddy so they got what they wanted, reinforcing Game Freak's opinion the games were best targeted to children.
