Sun and Moon certainly weren't finished (even USUM weren't and probably added less content than these expansions). DP weren't really finished either. Actually the only Pokémon first versions that could be considered proper finished products are Black and White.

DP were finished games, they just proved that they could've been a lot better if they had more time, which is kind of the entire point if these dlc packs.

We could have had a complete game for $60 if they had an extra year to work on it.
