Yes, the Pokémon which aren't new were removed, but they weren't in the game files as well from the beginning. We never got an official game or generation in which are all previous Pokémon are available, besides transfering them from older games or the partner game.
Sword and Shield still misses over 250 Pokémon after the DLC gets released, but the upcoming Remakes could still change this facts. So why is a DLC with actual end game content and new Pokémon bad and another full price third entry game with almost no new content besides some color palette changes and added in Pokémon on some routes, which was always the case before good?
Also the older Pokémon available with the DLC can just be transferred over from the 3DS games without needing to buy the DLC, when they are in the game, then it's global.
