If the G-Max forms were 100% completed on November 14th, that's too late to make it into the printed copies already shipped out to stores. It'd have to be in a patch or subsequent release of some kind. Ideally free, of course, but now it's paid DLC.
I don't know what their shitty development cycle is like, but it's possible that whatever was in the works had to either be done before October or so to make it in the main game, or else it's relegated to DLC (or not at all).
It's also possible they're just fucking with us and it was all ready to go but decided they'd rather sit on it a while for extra cash. But that assumes they're competent enough to churn out this much content this fast but choose not to.
