every previous game allows for every pokemon in existence up till that point to be in the game, either through finding it locally, trading or transferring.
AGAIN you're confusing finding the pokemon locally with them being allowed in the game. no one expects to have all 900+ pokemon available natively, but everyone expects to be able to do what you've been able to do for 20 years, transfer old pokemon to the newer gens. how are you not getting this?
for example, maybe you can't find shroomish anywhere in pokemon black. but you can still transfer it from an older game. and you can do this will all pokemon that exist before gen 5
here if you can't find shroomish in galar, shroomish is banned from being transferable.and so is every other pokemon not found on galar
