I would say fox but it does have a nekomata based evolution so I am not sure. But it's deffo not a dog

Design-wise it's like a fox with a caniform snout. Conceptually, I'd say it's more strongly based on the idea of dog breeding (that so many different breeds with drastically different behaviour and anatomy are all 1 species).

Eevee has traits of cats, dogs and foxes. It can be any of them. Some Eevolutions are more cat-like or dog-like than others though.
