Garchomp's main strength isn't in its speed. The scarf makes up for an area where it's lacking.
Dragapult's best stat is speed. Needing a speed-boosting item just to not get destroyed by Chomp means that it can't even do its own shtick right.

Not for me. He is ugly, flygon is all curvy and delicious. I bet his wide hips are heavenly to touch and grab, while garchomp will just fucking ruin you. At least supposedly shark bellies are soft, but garchomp is digging constantly (unless you breed a gible from 0 I guess and put EQ on it) so it wouldn't even be soft.
