They just wanted to see if they could sell a monster-capture game with 40% of the monsters from the previous game for 50% more than the previous game, and then later sell the rest of the monsters as DLC for an additional 50% of the base game price each.
As it turns out, they can.
Don't forget to get both versions and the separate DLC for each!

They've done it with XY before with the Kalos mark, although it was Pokémon transferred. Still, they could do something similar. Maybe have different rules be used outside of the ones you download.

This game design choice was also informed by the potential for money making. One single version would have still forced two players to trade with each other.
