yes, ev are not level capped and can be reduced with berries.

Closer to 10 years. I believe Generation V was the first gen to implement EV investment into a Pokemon without needing Experince gain, something Gen IV did, which is why Pokemon like Arceus initially were impossible to properly EV train outside of vitamins.

I've also heard about this. I think it was implemented before this gen though.

Apparently if your pokemon meets all the requirements for its evolution to happen, but is at level 100, you can feed it a rare candy and it will evolve.

Takes the urgency out of friendship evolution.
