General populace believes they're getting a deal.
The opposite is true.
DLC will sell more than any third version or sequel before it because it's bonded to the original game as a pressure purchase.
It's all digital so they've saved money doing this.
Holding back Pokemon was planned from the start to add weight to the pressure purchase.
Effective business strategy, but would recommend for any society that is highly dependent on Pokemon being part of their culture to torch and burn the source before too long.
Will cause long-term problems.

There won't likely be a Gen 4 remake.
If there is a Gen 4 remake, it'll still cut Pokemon who would otherwise have been added to Sword and Shield.
They've successfully figured out that they can monetize access to Pokemon twice - once through Home and again with any new game released in the future.
