Because it was made before you were born. The only reason gen 2 was made is because they couldn't get everything they wanted in the first set of games. Gen 3 only got made because of the success of gens 1 and 2 during Pokemania. FRLG got made because they tried to revive the hype that Hoenn killed.

No, they didn't. They said there's more to do in them. Which doesn't mean they are bigger. Not to mention, considering all you could do in the Wild Area were raids, catch Pokemon and Camp, it's not a high bar to even have more to do.
