Sadly, even if two versions didn't exist, Pokemon would still be exploitative. Just look at RB. You would still need a second game to get all the starters, fossilmons, eeveelutions, and trade evolutions.
It's the business model of "collect them all" franchises: make it really hard to actually collect them all so the business can continue

We didn't used to have to pay a yearly fee to move pokemon between gens, to be able to battle, to be able to trade period, and for the majority of post game as a separate DLC.

Well that's the problem with version exclusives now. In the age of the internet, why do we need two slightly different games? Is it just a tradition that GF doesn't want to break after 20+ years or are more people buying both versions than we think?

To be fair with that guy, even considering inflation, completing the dex in Gen3 (which was the costliest) is still far less expensive than completing it in Gen8.
