No way could they have designed and implemented as many new forms/Gmaxes as they have, AND gotten the DLC worldspace into a presentable state for the trailer in TWO months. Game Freak has about 140 staff, that's way too fast a turnover.
What Game Freak was expecting, was rapturous applause. They thought creating this artificial scarcity, and going "Look! We're bringing back some more old Pokemon! We're such good guys!" was going to earn them a huge boost in sales.
They completely disregarded that people are actually attached to their old favourites, which is why after that open letter Masuda released a few months back, they've been totally silent on the Dexit front.
