and no...
the main issue with these designs is the leveling system, honestly, because an open world makes capturing mons that are much, much higher level than you are pretty easy, look at the shitfest that is the wild area in s/s already, if you know what you're doing you can easily get some lvl 30+ mon with a sub 20 team
I do absolutely love the idea, but you can't make it a true open world, and you'd have to implement it better than s/s did, you have to somehow cut off the zones from each other, make mons stronger and stronger the furthest away from civilization they are, so basically the early game will be about exploring the various towns and their surroundings, and as time and your team progresses, get further and deeper into the wild areas, maybe even have said gym leaders located in said wild areas, the wild pokemons on the way there becoming a natural way for player to assess whether they have the skills to push through and have a chance to defeat that gym
that or go for the HM meme, though I personally grew to hate that shit, having HM slaves is a chore more than anything and instead having a system of contraptions you can easily call upon to get past those natural hurdles seem so much better, that or simply give mons the possibility to get past them without requiring specific techniques?
why does my gyarados needs to learn surf for me to ride it?
why does my scyther needs to learn cut to cut through small ass trees?
etc etc
