They probably looked at later and said that Gardevoir didn't look too Knightly despite being named Sirknight. They also probably took a leap alongside it for Snorunt who's Japanese name has Yuki in it, and they didn't bother making a Yuki-onna Pokemon until Gen 4.

they had the option for the longest time to add Charizard or PT into Smash, they just did it in Brawl like with Wario and Dedede.
not to mention those files suggesting about Plusle/Minun being repurposed Pichu, so a Gen 3 rep wasn't out of the question.

harada is clearly having fun picking the villians for a crossover, thats new fresh interesting unexpected charming.
samurai is choosing the characters snk and capcom like to shill the most, easier to make and gave them a gimmick for you to justify the DLC

Even when comes to stages harada is clearly having more fun, sakurai couldnt even add geese's tower, the most iconic fatal fury stage and a no brainer, and instead added a generic KOF stadium with a bunch of snk characters and called it a day..
