It's basically tradition at this point to shoehorn in some handwavey way to just drop every past legendary pokemon in your hands so you can have current gen tournament legal ones for VGC in the third version.

They showed every box Legendary (except Suicune?), Mewtwo, Regis (minus 'gigas), birds, Tapu, genies, Latis, Heatran, and Cresselia, plus we know the Musketeers and some Mythicals are already in the game files. With Cosmog and Cosmoem, that adds up to around 40.

Have you never played VGC? The first season is always regional pokedex only. The next season is national dex with no restricted nor mythical pokemon. The last season is gs cup rules; you can bring two restricted pokemon. We knew they were coming back by 2022. The bigger surprise is the 2021 season not having the full nationaldex and instead being a hybrid regional + some of the nationaldex. We'll have 600-700 pokemon depending on when the 2021 dlc comes out.
