This is considering all mainline games in each generation, the reason Gen IV is not on par with V is due to DP, I regard Pt and BW as being on par with one another and HGSS and B2W2 as being on the same ground as well.
Gen III would be on par with Gen II if not for RS which pulls it down slightly. Gen VII would be greater than Gen I if not for LGPE (in fact if Gen VII was just SM it'd be perfectly between VI and I imo).
