The only things that makes pokemon pokemon are the pokemon
You could realistically remove everything and make a single tower where you climb to the top by battling and that would be all that's needed to make a pokemon game
Everything else is extra which should be made better but gamefreak neglects it because it's not vital to the success of pokemon
