Sirfetch'd can get a guaranteed crit when holding the Leek and using a high crit rate move.
But it only gets 3 moves with a high crit rate (Leaf Blade, Night Slash, and Sky Attack) and doesn't have an ability that synergizes with that.

All Hitmons have a BST of 455
Snorlax can't learn Slack Off
Barring Silvally, Lickilicky is the only Normal type that can learn Explosion, and only by TM.
