The Pokémon world is basically a utopia because Pokémon constantly help humans survive and fuck shit up if humans are being bad. You see very direct examples of this with Tapu Bulu annihilating that store or Rayquaza saving Hoenn in Emerald and the Delta Episode. On the smaller scale, you have the power plants that provide infinite free energy, the Machamp moving crew in Ruby, etc.
The only way you can actually do evil in that world is if you have a Pokémon powerful enough to take out all the others while you do it, which is why all the plots revolve around trying to obtain a legendary*.
*Someone is going to say RBY isn't about this, but RBY isn't actually about anything and they later retconned it so Giovanni wanted Mewtwo.
