Since there are exactly four types that have never been elite four members, Grass Electric Fairy and Normal, I keep waiting for an elite four to include all of them and finally complete the set.

There will never be a grass Elite Four because grass is a weak type.

Tons of fangames have electric and fairy type E4 members.
Those same fangames end up having grass as another gym leader type.
Literally the only fangame I can think of that has a grass type E4 member was Gaia.

The Elite Four is essentially in SWSH just with Bede, Nessa, Bea/Allister, and Raihan disguised as a tournament

That doesn’t count especially since the championship rematch only has three battles.

The rematches also don’t have a ribbon ceremony/hall of fame roll call which makes Galar’s Championships even less like an Elite Four

I think E4 will return in the future, they just didn't use Elite 4 members in SWSH since it seems there are going to be gym leaders for every type (if there are to be more expansions) and it might get a bit much to have 2 type specialists for 4 types.
