He was supposed to be another Pokemon but they scrapped his concept.
The problem is, they didn't scrapped Slowpoke evolving from a bite, so they simply changed the pokemon who was going to bite him while not changing the design.

In-universe explaination: Shellder evolves too when he bites Slowpoke and changes into that thing.

stop the misinformation.

"turban" was a scrapped standalone mon for gen 2 only. there is no evidence that it was its own thing in gen 1, its not one of the 39 gen 1 cut pokemon
