It's plainly obvious that GF does not care whatsoever about making Flying a distinct Type of its own accord - it's just slapped onto anything that is airborne. It's almost never given any thematic consideration and Flying has the least amount of Type specialists to date.
The whole idea with giving Altaria Fairy is that it is serene, peaceful, angelic, whatever you wanna call it. But if they were doing they're job right, Flying would already be associated with these things. Dragonair isn't even Flying Type. They don't care about Flying representing the element of air at all.
