you are looking at game freak at their game freakest. a mix of hubris and incompetence.
they programmed morpeko to very quickly switch between hangry and full belly in camp. it has a transition animation for it in camp which is pretty cool considering it doesnt even have a transition animation in normal battles and instead turns into a glowing ball to transform.
however, they didnt make different facial expressions for hangry mode. so if you catch morpeko in a constantly smiling state while it briefly goes hangry, itll have some mismatched textures.
