Trainer battles have all their Pokemon increased by a number of levels equal to the number of badges you should have by that point (i.e. battles between Turffield and Hulbury will get +1 level, while battles between Stow-on-Side and Ballonlea will get +4 levels), with movesets to match

I would make battles against leaders, rivals and champion let you use only the same number of pokemon your opponent has.

Example, when you battle against Milo when you send your second pokemon all your other pokaballs keep locked.

Also I would keep their teams as they are, but I would rise their levels 4 up.

Also no exp. share, we train our pokemon like men.

Actually I'd make it so a potential hard mode restricts your options. Mostly by reducing the healing items in your inventory and ex gain. Maybe raising evolution levels as well.

Every trainer uses held items in some form. Early game generic trainers with orans berries and later ones evolving to sitrus berries. Maybe weakness berries also seeing some use for certain mons. Gym leaders with actually competitive items to go with their movesets. And in general better AI.

Give every single trainer at least 2 pokemon. Trainers with 1 pokemon are NOT allowed. The player cannot use potions, revives, etc. during battle, however, neither can the NPCs. Give the NPCs some actual movesets like toxic/protect and king's rock/multi strike moves

Oh, I forgot, the option to turn off EXP share. Also, every NPC pokemon will be the same level as the player's highest level pokemon. Example, if the player's starter is somehow at level 100 before the first gym, every NPC pokemon will be at level 100

No changes in levels. No changes in items. But I'd have the NPC AI be run by a neural network and have the game be played by players of various skill levels.
The AI trained against shit players would be easy mode, the AI trained against okay players would be medium mode, and the AI trained against experts be hard mode.
I'm not actually a programmer, so I have no idea how to implement this, but I found out about neural networks a while ago and thought it would be neat if games used those for NPC AI.

Well, for starters, https://pastebin.com/raw/cR7TveLG shows what I'd do for the general level settings. I never fully completed it and it's for HG/SS specifically but it gives you an idea of the basics.

On top of that basic idea, there would be 4 modes and 4 difficulties which would combine to create various game styles. From https://pastebin.com/raw/ZEvYmaGg:

These would also interact with the returning difficulties to create different styles of play. Newbie difficulty + Classic A mode would essentially create a Let's Go-like style of game, for example.

Huge replayability, pandering to all era players new and old.
