Galar had polluted air and those pollutants weren't being eaten by anything else. So Weezing adapted to consume those pollutants. Basically like a filter feeder, but in the air.
It's obviously not realistic, since evolution can't happen in such a short period of time and there's obviously magic involved, but it's the same idea.
