They're meant to be Asian. They look white because 2D cartoons need big eyes to be expressive and are given a bunch of different hair colors to differentiate the drawings from each other. I think the first actual white character in the series was Caitlin when she was in the battle frontier

They all look white because cartoon characters aren't meant to have very many defining features, and the most defining feature of Asians is there eye shape which isn't used because bigger eyes are able to be more expressive for cartoons. With that said, the vast majority of the characters in the first four generations are meant to be Asian

Nah that's bullshit seeing as how the standard anime style of large eyes was popular in Japan long before they had any real market in the West. They're racially ambiguous because large eyes allow the 2D characters to be more expressive, and the multicolored hair allows people to more easily differentiate characters from one another

This is what an Asian looks like in Pokemon. The gen 1-4 characters look much more like the canonically white gen 5-8 characters.
