2/3 Starters not breaking the game is better than 0/3, hell Empoleon gets fucked in Gen IV by its moveset the best Steel-Type move you get is Metal Claw on a Special-orientated Pokemon until you beat Byron and get Flash Cannon, also nothing good on the Water-Type side to you're better off just teaching it Surf and then it's not exactly great on other type coverage as well, Flying but it's always Physical and Ice which most Water-Types get access to.

There are other Pokemon that fuck over Pt's difficulty mind you, Staraptor, Roserade & early Gible as well as Altaria & Vaporeon can pretty solidly mess with stuff.

The only Pokemon game that comes close to being hard are SM and USUM and even then they’re easy 95% of the time. The only people who think gen 4 games are hard are underagefags.

It does get grass knot which generally works fine in-game.
