Both because A) they've gotten looser with what qualifies for Dragon-type, and B) Tyranitar was back when they were ironing out what Dark type was about; the only Dark-types we've gotten since then that really feel similar to Tyranitar are probably Mega Gyarados and Guzzlord (big, ferocious, rampaging monster).
