Because of the wide disparity between the number of pokemon/legendaries introduced each gen, this chart is meaningless.

A better chart would give the mean base stat per gen, excluding legendaries.

Gen 8 has one of the highest median base stats, but anything from that gen that wasn't a legendary, Alolan form, or Toxapex was essentially useless due to their low speed.

BST isn't necessarily indicative of power. Gen 5, for example, had almost all of its pokemon min/maxed really well. The 2011 VGC, despite only allowing 150 Pokemon, had a ton of diversity because of how competitively viable all of them were in some way. Also of note in that graph, the excessive number of legendaries in gen 7, and new evolutions in gen 4 inflated their averages.

Median is actually better because mean would be brought up by the high averages of the legendaries, while median would show that the actual middle of the road pokemon are the same, and it's just more top end.

Fully evolved Pokemon, yes, but omitting legendaries probably isn't a good idea. Like Sun and Moon introduced a whole bunch of Ultra Beasts, and almost all of those things are such extreme levels of min-maxed bullshit that they almost single handedly inflated what stats other Pokemon needed to keep up. In Smogon's format, people like to joke about how the gen 6 OU is the same as gen 7's UU because so damn many Pokemon who had been OU for the past decade suddenly couldn't keep up anymore.

Weak bait but I will bite. Salamence has 135/110/100 offensive stats. These are strong offensive stats. And yet even with these stats base, it couldn't break into OU in gen 7

But this shows that even with a hefty 135 attack stat and 100 speed, why use it when other mons exist or if it cant break walls as effective as let's say Ash Gren, Swampert Mega (in rain), Magearna.
