They built so much fraemwork around 3D models, from pokedex 3D to X and Y, how could they fuck up so hard as to have only 400 pokemon available in a mainline title and then still not have the animations improved significantly or even utilize the animations we know they have for running and whatnot?

Because he's OK with the franchise as it is. His creation is the most successful multimedia franchise on the planet, the kid's games he thought up routinely sell 15m+ and just like his Idol Myiamoto, he'll be remembered for all-time for the impact he's had on the gaming industry.
You realise the studio STILL develops pokemon games for kids, because he still sees them as kid's games? Why would he fix what's not broken to him?
