not really. outside of sylveon and DW espeon the eeveelutions have always been used for weird shit and gimmicks. raichu is just objectively bad outside of VGC

Light Ball Pikachu technically hits harder than Raichu, but it loses speed and survivability so it's not really worth it.

This might have been true last gen because of Eeveeium (even then you had Espeon), any other gen Eevee is irrelevant though.
