Because he's a badly written character. They wanted a doomsday thing going on for the climax of the plot and couldn't think of anything better, so they made Rose irrational. Why is this so hard for people to understand? It's about the writer's motivations, not Rose's.

Because pokemon can never have well-written antagonists that you can agree with. They always have to have some sort of comically unrealistic flaw or ridiculous goals that make them impossible to sympathize with

They should have made his predicted timeframe 10 years. It would be more understandable that he just couldnt wait anymore. While you could still point out that they had enough time to fix it in the future. 1000 years is just too much.

Just to be a contrarian to Leon. Rose's grandma always told him to never leave things for tomorrow since he would end up never doing it. He told that to Leon and he still didn't give a fuck. That's why he didnt wait. He wasn't doing it for the greater good, he was doing it for himself and to prove a point.
