It all started when Blaine's quiz machines started going haywire. He then discovered a pile of ash in the Gym basement and realized it was only a matter of time before what was brewing beneath blew its lid, so he went to the government in Saffron and got the go-ahead to evacuate. Blaine was the last to do so, and the volcano erupted a few days later. Many of the scientists at the fossil lab evacuated to the Pewter Museum, which had to be renovated to accomodate them (hence why it was closed in GSC)
