They're amongst the worst. Fucking hell. Only Team Yell and Neo Rocket exceeds them in being literal nothings. And since Neo Rocket (and Rainbow Rocket ughhh) is attached to main Rocket, that lowers their standing that much more.

Nostalgia and grounded motivations aside, they are pretty lame. Pretty much all villainous teams in Pokemon have been pretty sucky. Even Team Plasma, despite having interesting motivations at first, ends up just being a Team Rocket clone in the end. Their best feature (N) is a character I don't really see as a part of Team Plasma. Dude was more of a rival with different views to you.
Anyway yeah, Team Rocket's only real saving grace is seniority and realistic motivations. Outside of that they're pretty much a dime a dozen.

Aqua/Magma's main problem is that their plan relies on false assumptions. They think they can control the box legend and that its power will be fairly mild, and neither ends up being true.

Skull is a literally joke, a band of misfits that don't deserve to be called an evil team. Yell is literally garbage and have not significance outside of being a roadblock for the player. At least the other teams had a goal and a subplot behind them, Yell only exists to be annoying Marnie fans and Marnie is one of the least interesting rivalries in the franchise

That's what the Rockets want everyone to know, but we all know Giovanni has a boss himself, and it's Professor Oak. How else would Giovanni get the idea to form Rainbow Rocket and recruit other villainous team leaders from universes where they were successful?

Yeah, Cipher was pretty much the equivalent of a real-world cartel. You know, if a cartel would stop being evil if a literal 10 year old beat their old man of a boss and bitchslapped his two upstart sons in line.
