Why is Victini the only non-starter mon that appeared first in the dex?
Did they not want Snivy to come directly after the God of Pokémon or something?

Never the thought occured to me, but it is indeed improper for the God of Pokémon to be followed by a garbage starter like Snivy.

Nearly ever Mythical has a gimmick, and Victini's gimmick was that it was #0 in the Pokédex. Its probably the lamest gimmick as they didn't actually commit and make it #0 of the Nat Dex, but its a gimmick nonetheless

Because it was a launch event and they to "surprise" players with how many Pokemon were in the game, and putting it at the very end would've shown how many empty spaces you had to fill.
